Why didn’t Barclaycard interest rates move in line with the Bank of England Base Rate previously when the Base Rate was low?

Our existing product terms and conditions allow for changes in the Base Rate to be passed on to customers’ interest rates. From 1 Feb, we're introducing a direct link between theses and the Base Rate to make sure that customers can see how a change to the Base Rate directly affects their interest rates.
